Officials of the European Union, apparently believing that fear an intimidation is the best way to get democracy to work correctly, expect Ireland to hold a second referendum on the Treaty of Lisbon, also called the Reform Treaty, in the fall of 2009. The information was obtained from an internal EU briefing paper entitled "The Solution to the Irish Problem." Michael Martin, the Irish Minister for Foreign Affairs, stated that "The main issues of concern are the composition of the Commission, the corporate tax base, workers' rights, neutrality and abortion." Thus far, there have been no comments from the Irish Government about a possible second vote.
